Could anyone please create a script which enables/disables the touch screen with a hotkey?

I would recommend you look into the PnPUtil command line app. It has the ability to disable and enable devices.

So you just have to get the correct command lines worked out, then you can call it from S+

So, these commands work for me

pnputil /disable-device "HID\ELAN9009&COL01\5&8EBB0E5&0&0000"
pnputil /enable-device "HID\ELAN9009&COL01\5&8EBB0E5&0&0000"

How do I call them from S+?

And how to check the device status to find out which command to run (disable or enable)?

So this should work, however to enable or disable a device requires elevated privileges (which makes sense), so you will get a UAC prompt.
