Is there a possibility with the same stroke to have 2 different functions on 2 different windows?
Example:
1.Windows Explorer
2.Xplorer ++
Example: Stroke Down on Windows Explorer to Rename but on Xplorer++ to delete or whatever.

The easiest way would be to make separate Applications for Windows Explorer and Xplorer++, then create the same gesture for each app with the different commands.

Yes, you go to Applications tab and create a new application for Windows Explorer, then another application for Xplorer++.
Then in each app, you create a new action, select the stroke and define steps/script.
When you press the stroke button down, the first thing it does after checking if the app is see if the window below where you started drawing is a defined application.
If so, it looks for gesture action matches in the defined Application, if it matches, then it executes the action within the Application.
If no match in the application, it checks the Global Actions for a match next.
